The pirate setting gets your attention, but the city-building systems are what keep you playing. Once your settlement starts spreading across cliffs and your production chains become more complicated, the game turns into a constant balancing act between resources, transportation, and the needs of your crew. The vertical construction is especially good because the terrain actually matters. Where you build something can be just as important as what you build. It doesn’t need to put a sword in your hand to make you feel like a pirate. It gives you an island, a growing settlement, a crew with questionable priorities, and a ridiculous number of things that need to be moved from one building to another. And somehow, that turns out to be a pretty great pirate adventure.
